Yes, if you cut down plants on his side of the property line, or cut your plants in such a way to adversely affect his plants. The real property lines are often not really known by the owners. Also, it is better to speak to your neighbor first, telling him that you notice both sides have let the bushes grow wild and out of shape and while you cut your side does he want you to trim his also.
