can a management company put a lien on a house that is paid off, this has to do with cc&r's.

Those homeowners associations. Yes, they can put a lien on your home for unpaid assessments, there are horror stories of people losing their homes over small sums. If this applies to you, and you think you have been unfairly treated, contact a lawyer in person.
