Legal Question in Real Estate Law in California

I purchased an RV ( registered in Washington State ) from a private party here in CA . He never sent me the title as promised. I have only a hand-written Bill of Sale and the WA registration.

How do I get title to the vehicle and how can I get it registered in CA (It has been stored for over a year.. but now I want to use it.)

I think the California DMV has a means for handling issues of this kind. I'd contact your local DMV office and set up an appointment to discuss your problem with a supervisor.
