Legal Question in Real Estate Law in California

Hi my question is I came out and saw that my car beaing towed for parking violation the driver was still there I paid him on the spot and left the car on that time I saw that he opened my door to put on neutral so he can tow it after that some money was missing from the car I called to his boss and he sad that they can open the door to taw the vehicle I spoke with driver and he sad thst parking officer told him to open the door so he can read the vin number I want to know if they are allowed to do that and what can I do Thanks.

This is a vehicle code type question, having nothing to do with real estate; however, I'll take a shot at answering it. In my opinion, the police officer or the tow driver may open the door, but neither of them is allowed to take anything lawful. Drugs, etc, would be another matter. Further, each police department has its own protocol as to how vehicle contents are inventoried upon tow or impounding. You might contact the police department's public-inquiry office, citizens' concern desk, ombudsman, or whomever is assigned the task of responding to questions about approved police procedures for handling private property in police custody.
