Question about property ownership

If two people are on the mortgage to a property but at present only one is on the title, does the person not on the title legally own it? If not, what steps must be taken to ensure that the person legally owns it?

Only the person on title "legally" owns the property, although the person on the mortgage may have an equitable interest.

The person on title must execute a grant deed granting 50% of the property to the person not on title. This can have some tax impact.
