Rats and bad air circulation

When I moved in my unit was furnished with central air. Owners did not install, tenant before me did it on their own will. Upon inspection of a repair man, he says that I am living in a extremely hazardous condition. No return was built in the unit so all air is re-cylcing. We have rats. The landlord says that they didn't put in unit, so they are not liable. And want to fix rat problem with Decon. Since I am breathing the same air as the Decon.. are they liable to fix one or both.

My knowledge of real property law is limited, but it appears to me that the air conditioner became a part of the house when the prior tenant left it there. The landlord is responsible for repair and maintenance of the house and all of its parts.

Call the local building code enforcement department. They will inspect and determine whether the air conditioner complies with the building code. If it does not they will inform the owner and require him to repair it.
