Legal Question in Real Estate Law in California
A real estate agent represents both buyers and sellers in a short sale situation. Manipulates offers by 1. not listing the property before selecting the offer from her friend, 2. persuading buyers to submit low-ball backup offer and 3. not submitting higher offer as a backup offer to the bank. Is this legal? If I made a higher offer and wasn't even get to be presented to the bank, do I have any legal ground to sue her?

Your post doesn't make any sense, but you don't have a case just because someone refuses your offer, unless you can prove some sort of discrimination.
