Legal Question in Real Estate Law in California

My husband and I live at the end of a private driveway. We have nothing but wildlife and vacant property on three sides of us. We recently found out that a developer is putting in a new tract of homes on acreage behind us. There is a parcel of land on one side of us that will remain undeveloped and is currently owned by a private citizen who lives out of state. Our concern is that when the new housing tract is completed, the vacant property next to us will attract every child with a baseball bat or dirt bike. We are trying to contact the current owner to make an offer to buy the property, but if we don't succeed there, what recourse do we have as far as keeping that property from being utilized for the aforementioned purposes?

if you cannot buy the land maybe the owner will allow you to put up a fence.
