Legal Question in Real Estate Law in California

A real estate invester bought a single family resident at a foreclosure. He has made this home into a college Fraternity House in a single family residential neighborhood. The noise, trash, and parking is causing a problem for neighboring home owners. Does a fraternity have the right to set up their house in a neighborhood of moderate size with small lots?
