It is not possible to write a purchase contract for someone who is not a permanent resident of U.S. Is it to write a lease-with-one year-option-to-buy contract for a buyer who is not a legal resident.?

It's not writing the lease/purchase contract that that is the problem. It's enforcing it. I wouldn't recommend it. Maybe you can get a legal resident "co-signer/guarantor". Still, you'd have to have someone research the enforceability of the agreement.
