Can a California property be put up for sale even though there is a judgment of $4500 against it? or does it have to be paid off first before put on the market.

Property can be listed and offers accepted despite liens. Most buyers will insist upon their right to clear title, and thus the lien will probably have to be paid off from escrow before the seller gets anything.
