Reasonable cleaning deduction

my question is what constitutes "reasonable cleaning fee" that a landlord can deduct. He deducted about $400 for cleaning fees, example, $55 for refrigerator for juice stains. He had painters working prior to our move out so cleaning at our best was restricted but we did clean. The apt was not in great condition at move in. He is passing and assessing all fees charged by his cleaning services. We expected some deduction but not to this degree. Can he arbitrarily hire any cleaning service and pass the charges to us without any restrictions?

He may charge his actual cost for anything not normal wear and tear.
