Legal Question in Real Estate Law in California
I recently read a lawyer's response to a question about a collection agency trying to collect on unpaid HOA dues. He said that a collection agency could not try to collect unless the debt had been converted to a judgment. Is this true?

Can try to collect, but cannot do liens, garnishments and the like.

I agree with Mr. Selik. They can call and send you dunning letters, but they cannot garnish wages, levy bank accounts, or use any other judgment enforcement remedies until they obtain a judgment.
