recording block wall...........

Hello My neighbor and i agreed to split the cost of having a block wall installed dividing our properties ( neighbor's boyfriend is a contractor)the boyfriend said that he will do the permits and all we need to pay is time and materials,my question is who is to record this with the county recorder? and what tax advantage if any, are there?and if he draw's all permits does this mean that this is their wall? He agreed to install the wall using MY existing wall as referance( this will mean its on my property) should we have a written contract? thank you

Nobody owns the fence. There is a state statute that requires both parties to pay for fencing dividing their property.

Permits are generally made by the city, not the county. Nothing needs to be recorded. If the current fence is on your property, it is possible that the neighbor now has a prescriptive easement up to that line.
