Refund of rent

The previous apartment I rented did not have a building permit by the city (Los Angeles) Can I get a refund of back rent and moving costs? The reason I left did not have to do with the apartment not having permits. There was not a safety problem.

You may be entitled to damages if the apartment was

not habitable. If there was a technical violation,

e.g., the builder did not apply for a permit but the

construction was up to code, I don't see how you

could recover.
