Rent increases

i need to know if Ca. has a ceiling on apartment or house rentals. my friend's rent went up $70.00 from july 1st. she pays 615.00 at present time and on 8-1-00 she has been told the rent will go up 70.00. she rents on a month to month basis and is also required to sign a 6 month lease starting 8-1-00. your reply would be appreciated

Certain cities and towns have rent control, but it's not statewide. Look in your phone book under city government for your city for some department, agency or board that looks like it does rent control, then call. Or ask other tenants.
