Rental manager didn't do job, won't send file...

We hired a property manager who was supposed to list it, do inspections, etc. A couple came by off the street and left their number. Our property manager insisted they were our best prospect, and did not call back other applicants I forwarded. She did not handle finances at all and when I told her that rent was late (every month 6-30+ days) she made excuses rather than issue 3day rent or quit. Finally, after the last day of tenancy (6 months), I found extensive damage including a broken window and a large burns in the carpet and the tenants were still there, despite her sending me an ''all's well'' report. She also insisted that the yard being covered with weeds was normal wear and tear, despite her contract being that they keep up the yard, wrote their lease with a security deposit $300 lower than our contract, and supposedly did a quarterly inspection 6 weeks ago where none of the damage was present. I think she didn't do her job AT ALL, and claimed to do reference checks, inspections, etc and never did. When I asked her for a copy of the file to show that she did the work we contracted her for, she said that I did not have a right to it and refused. I think the file is a product of our contract and payment (upfront) to her. Help?

Change managers. Hire a lawyer to represent you.
