Renters Rights

If a tenant always pays on time , keeps the property kept up, and gives no problems to neighbors nor owner, does the landlord have the right to do a walk through inspection once a year? Or can the tenant decline his yearly walk through request?

The landlord has the right to a walk through inspection upon reasonable notice. Reasonable notice in 24 hours or more.
