can a home owners assoc vote and dictate if I am allowed to rent my unit? (by % of units rented)

Yes. Usually, there will not be an outright ban on renting, but as you suggest a percentage of units that can be rented at any given time or they may vote to restrict the terms to one-year leases or longer.
