REO Property with Nuisance Neighbors
Can a neighborhood coalition force the bank of an REO property to evict nuisance neighbors since there is no longer a landlord?
What would be be the best steps to take if the bank drags their feet?

The title owner of record of the home and the occupants, if any, would be the proper defendants for such a lawsuit. An owner and occupant of proerty is required to maintain their property in such a way it does not create a nuisance. You may seek an injunction to prevent the nuisance from continuing. However, if a government agency is the owner of the property, you will have to go through its administrative process before filing suit.
