Are residential windmills legal in Livermore, California?

I already run an at home buisness. Does that help my status to set up a residential windmill?

This is a question for your city (or county if you live in an unincorporated area of the county) planning department. This is much more of a zoning question than anything else, and I do not believe California law has changed yet to force cities and other jurisdictions to accept windmills. The business has nothing to do with it, unless that helps you in terms of the local zoning ordinance.
