Our restroom was leaking water during October 2011 when we were out on vacation.
The water flod neighbor's garage and content in their garage. They claimed the property damage, which we agreed to pay. Now, they provided a invoice which is ridiculously high. We agree that we should pay for the reasonable amount. That invoice is over inflated. Is there an agent/neutral party that can review this invoice for negotiate for us? No. We do not have home owner insurance. We live in a condo.

There are commercial adjusters who mostly work for insurance companies but will work for private parties. Depending on the difference between what you think is reasonable and what your neighbor is claiming, however, it may be cheaper just to pay it, or try to "split the baby." And, by the way, there is such a thing as condo owner's insurance. You really need to look into it. You would be amazed at what is not covered by the HOA insurance, including all the interior finishes, carpet, appliances, etc., in your condo, as well as your personal belongings and as you are finding out, premises liability. If your condo building were to burn you would have nothing but a right to bare studs once they rebuilt. You would have to pay to replace everything inside your walls out of your own pocket if you don't have insurance.
