Legal Question in Real Estate Law in California

Our restroom was leaking water during October 2011 when we were out on vacation.

The water flod neighbor's garage and content in their garage. They claimed the property damage, which we agreed to pay. Now, they provided a invoice which is ridiculously high. We agree that we should pay for the reasonable amount. That invoice is over inflated. Is there an agent/neutral party that can review this invoice for negotiate for us.
