Rights of an Independent Commercial Renter

I am a hairstylist, renting space in a salon. The owner wants to double our rent. We have no formal contract. However, we do have a typed memo from 2/97 regarding future increases. It states, that he guarantees any future increases will not exceed the percentage rate imposed upon him (no less than 4%, no greater than 6%).Dose this memo have any weight, and/or could he ask us all to leave, and how much notice does he have to give for either.

I would need to read the memo to be sure but it sounds like he cannot raise your rent more than allowed by the memo.
