My roommates won't return my dog, after I have moved out. It is my dog,I own him.

Your best bet is to file a police report. Keeping your dog is theft.

I'm not so sure it's theft. Maybe, but establishing the necessary criminal intent would be tricky. Also, the cops are pretty busy with violent crime, and I think you'd be lucky to get them at all interested. My inclination would be to treat it as a civil matter, maybe by asking for money damages in small claims court, which might result in the dog's return, rather than pay your claim.
