Satisfying Three Day Notice to Pay Rent or Quit

Upon payment of monies specified in a Three Day Notice to Pay Rent or Quit, which does not include late payment fees imposed by landlord, can said landlord legally collect these late fees?

Yes if they are provided for in your lease or rental agreement. They must be paid or the eviction can be completed.
