Security Deposit Forfeit

Can a commercial lease landlord keep an unclaimed security deposit from a moved out tenant? Or should the landlord return the unclaimed security deposit to the State?

Note: Landlord cannot locate the tenant.

You have to hold the funds. But you cannot spend them. To be safe, you should hold them in a separare account for 5 years, then you can spend them.
