How long before a security deposit to be returned? Also, what is the timeframe for the landlord to return partial month rent since Septmeber was paid in full? Should a landlord be entitled to new carpet for a coffee stian that is no longer visable after being cleaned twice?

deposits are to be returned within 21 days of the expiration or vacating the tenancy -- as to the remainder of your questiion it becomes a factual dispute and i would need more facts to ans this question
