Security deposit refund

Do you need to deduct the normal wear and tear from the security deposit? By normal wear and tear I mean: carpet cleaning, painting and cleaning of the house.

What if you have to replace the carpet?

Security cannot under the law be used to repair or address normal wear and tear in residential housing in CA.
