Security Deposit refund

How much time does a landlord have to return a tenant the security deposit after he/she moved out? What happens if the tenant still doesn't have the deposit after that time? I have heard that in New Jersey, the deposit doubles if it is not returned within 3 weeks. Does that law apply to CA?

2 weeks to return deposit

The deposit and a full accounting must be given 2 weeks after you vacate. If this is not done, CA law allows a $200 penalty to be paid the tenant. The best way to handle these is small claims court.
