Security Deposit was not returned within 21 days
Our landlord has not returned our deposit, nor has he furnished us with a copy of an itemized statement indicating how much was withheld and why.
We're writing him a letter to request the return of the deposit...
1) What should it include?
2) Who should it be sent to?
(Landlord or his lawyer?)
3) What's the fastest way it should it be sent?
(Mail, Messenger, Fed Ex?)
4) If Fed Ex, what constitutes receipt?
(If Fed Ex leaves it at the door, does it
only count when he signs for it?)

There are no technical requirements to worry about here. Just send it regular mail, keep a copy and then take the bastard to small claims court.
