Security Deposits - What Can They Keep

My landlord required a $1000 deposit and an additional $400 pet deposit for my 1-year house rental. He said "don't expect to see any of your pet deposit back". Is that legal? What can he legally deduct for pets? Also, are there any specific rules about them charging for carpet cleaning/replacement and painting? The carpet was pretty thrashed and stained when I moved in.

he can only keep money for his actual cost for damage beyond normal wear and tear.
