Security Deposits
I recently moved out of an apartment. I was charged for carpet replacement after being charged for carpet cleaning. Is there a law that requires all leasors to replace carpet after a certain time?

The answer to your question is no, and I cannot conceive of worn carpeting being a habitability issue. However, I question an attempt to charge you both for carpet cleaning, and then replacement. It seems to me it should be one or the other.

There is no law which specifically requires a landlord to replace carpeting. There are, however, laws which require the landlord to maintain their property in a habitable condition, which, in some cases, may require the replacement of the carpet.
