if small business, is in eviction process and there a ucc1 can the landlord lease the building after eviction.

A UCC 1 is a recorded notice that tells the world that someone has an interest in someone else's personal property. But this doesn't affect real property. A landlord can rerent the premises to new tenants after the old tenants have been evicted.
