statuate of limitations on building permits

my home was remodeled in 1979 at which time a patio was added, as well as a den and a bathroom, the city of Norwalk property maint. div. has recently advised me that a permit for the patio was never taken out and now I need to submit blueprints and plans for the patio, pay the fees and take out a permit and have it inspected etc. Is there a statuate of limitations clause that I can use to bypass all this redtape? My home has also been declared substandard due to lack of electricity and this is 1 of the things that need to be corrected to get the red tag lifted.

Statutes of limitations apply to lawsuits filed in superior courts. I know of no statute of limitations on when a government entity, upon finding breaches of administrative regulations, can enforce those regulations.
