Is there a statue of limitations on how long a buyer has to sue a seller for

unpermitted work done on a purchased house?

Yes. It would be three years if the suit is based on fraud (failure to disclose, misrepresentation and the like), or four years if founded upon a written contract. The statutes start to run from the time the fraud was discovered or, with reasonable diligence, could have been discovered; or in the case of a breach of contract, from the date of breach.
