foreclosure still start Modification. Can I

still do a modification?

You can start a loan modification. The real issue is do you have enough time to finish it before the foreclosure takes place. Few, if any lenders are stopping foreclosures just because a loan modification, or loss mitigation package has been submitted by the homeowner. As such, you have about four months from start to end of a foreclosure. Many lenders are taking much longer than four months to process loan modifications, so you could be lost before you get to a modification. Its worth a try, but be very careful of the hundreds of scam companies out there. You need to retain an attorney who will personally handle your file from start to finish, and someone who will be extremely aggressive given your short timeline.
