Legal Question in Real Estate Law in California

My step-grandfather had no children/family outside my grandmother, parents and myself. The step-grandfather had a vacant lot property in Bakersfield CA. He passed away in the late 70's and my grandmother just kept paying property taxes never changing the deed to her name. When she passed in the late 90's, my Dad started paying the taxes and never changed the deed. Dad is finally estate planning remembering the nightmare he had when his mother passed, and I just learned about this property that has been floating around for decades in the deceased's name. Where do I begin straightening this out and getting the deed changed to my father's name? I want to tackle this project, then step two is to investigate the zoning and figure out what opportunities I have to create an income producing property for my parents.
