can i sue a neighbor whose cat has been attacking mine? they refuse to pay any of the vet bills we have incurred.

Yup. That's what small claims court is for. You probably should call Animal Control too.

You can sue in Small Claims for money damages. In Superior Court you could get an injunction, perhaps, but merely asking for damages will perhaps be sufficient deterrent, and will further assure permanent bad relations. Maybe they exist already.
