Can you sue for punitive damages in small claims California courts.

You probably can as it is a money judgment you seek. Suits in SCC are allowed in which a statutory penalty is sought, and that is like punitive damages. But remember that most SCC judges are very conservative and tend not to give much for property or loss of income damages.
