are suppliers or subs entitled to fees when there is a mechanic's lien filed?

Your question is a little too vague and briefly stated to be sure what needs to be said to give you a useful answer. Are you asking about who is entitled to a lien, or what type of costs and charges can be encompassed in a lien, or perhaps whether a supplier or sub can piggyback on the prime contractor's lien?
In general, subs and suppliers can obtain mechanics' liens, but must comply with the 20-day notice rules; the lien itself is a lien for all unpaid sums due the filing party from that owner for the job covered by the lien, but only the lien holder can enforce the lien and recover directly.
