How is someone suppose to find out if a particular city or apartment building is rent control?

Every city government has some form of information center or help desk. If you can't find the answer with a Google search, ask them. If they say the city has rent control, then it will have a rent board of some sort. Ask them which buildings it applies to.

I agree with Mr. McCormick. You use the address to find out which city the building is in, and then contact that city's rent control agency.
