Legal Question in Real Estate Law in California

I have been taking care of some property for over five years. In 1996 the landlord stopped paying the water bill and making repairs on the property. Tried mailing and the mail was returned, calling but got no return calls now the phone in off. I am thousand in this property now and i don't want them to sell it without paying me my money back. I have invoices for repairs made from 1996 to 2011.

what are the steps needed to put a lein on this property?
