We talked to our neighbor and told them that they need to fillfull the agreement that we have verbally. They are still not so keen to do it trying to talk us out of it.
We felt being cheated and be used at our cost(we paid $2700 to the neighbor's contractor to bury our utility line, they just got the underground work done, never bury our utility line) to build their house.
We just don't want to deal with them anymore. Can we hire someone to dig out their sewer line that in our backyard?

Your question is very incomplete; it lacks several necessary facts. However, it sounds as though the neighbor likely has a valid easement across your land for his sewer line, and while you may be able to get your utility line buried per the agreement by threatening (and if necessary, taking) legal action, I would strongly advise you not to tamper with his pipes on your property.
You need to see a lawyer and explain your situation in person, and bring your escrow closing documents as well as any written record of the agreement between you and the neighbor, even if it's not a real "contract" (emails about it, for example). Mr. Whipple is right that you can get yourself in real trouble digging up someone else's pipes on your property after they are installed, without a court order that you have the right to do that.
