Can a tenant that has been given their 3 day notice to evict still live on my property after signing a deposit and lease with another landlord?

Sure, if the tenant doesn't intend to pay you in which case the rent should be manageable. You would want to follow through with an unlawful detainer lawsuit to regain legal possession.
