If my tenant gave me notice that she is moving out, can she change her mind? Is her email sufficient legal notice or should I ask for a letter?

If you think she may change her mind, I recommend asking for a letter. Either way, though, if she changes her mind you would have to go through an unlawful detainer lawsuit to remove her.
