Legal Question in Real Estate Law in California
My tenant gave me $300 security deposit. The contract says that if the property is not in the same condition as when the tenant moved in, can I use the security deposit to charge for cleanup and rent owed?

That is the purpose of a security deposit. Not to be rude, but you need to read something like the Nolo Press books on landlording [available at your local library].

The security deposit can be used if the tenant moves out owing rent, damages the rental unit beyond normal wear and tear, or leave the unit less clean than when they moved in.
I also agree with Mr. Shers that you should check out the Nolo Press book for landlords. It is very handy and I also refer to it from time to time.
