tenant liabilities of carpet cleaning and painting

are apartment managers required to paint and clean carpets after tenant has left, if so can they charge tenant if they were clean

A tenant is required to leave the unit as he accepted it, other than normal wear and tear.

Normally, that means clean carpet and clean walls. If a landlord wants to repaint, and there is no more than normal wear and tear, it will be his expense.

If the carpet is cleaned, and in the same condition as when rented, a landlord cannot clean again and charge the tenant. But, the tenant should do a walk through with the landlord or manager, to verify any differences.
