Is a tenant living in LA who illegally added a kitchen to a garage room and bath entitled to relocation after I've asked him to move?

Relocation fees are dependent on rent control ordinances and whether or not you have asked a tenant to move because you are removing rental property from the rental market. They have nothing to do with kitchen remodelling or illegal modifications of a garage. Most garage conversions in Los Angeles are unpermitted and it is illegal to be renting these areas as it is.
