Is a tenant responsible for owner insurance deductable
My sister is a tenant in a single family home in Sun City,CA. Her washing machine hose broke and caused flooding in the home. All carpet has been removed, leaving concrete flooring and exposed carpet tack strips. The owner claims my sister is responsible to pay the insurance deductable which my sister feels she is not responsible for, since this was an accident. There is an infant and toddler in the home and the damage has yet to be repaired. Is there a time frame in which damages need to be fixed? Who is responsible?

It would seem that your sister would be liable for the damage that resulted from her washing machine malfunctioning.
The landlord would have a reasonable time in which to complete the repairs. If all that is required is to replace the carpet that should not take long. However, the water damage appears to be extensive. It could take a considerable time for the floor etc to completely dry.
